Belgian Shellac label, founded in the late 20's. The majority of Doremi's (but not all of them) were of approximately size 8" / 20 cm. These records were made in the U.K., but exclusively distributed in Belgium (and to a lesser extent, France) by a shopping mall called L'Innovation (that still exists today as INNO). These records were mainly produced for economic reasons (they were really affordable), yet they were of good quality. They might have been produced by Edison Bell.
