The Satellites were a studio band put together by Design Records (2) to bulk out the 4 Jan & Dean tracks they had licensed from a former label The Heart & Soul Of Jan & Dean And Friends lp. Design Records were a subsidiary of Pickwick Records, so it is possible that Lou Reed was a member who was a staff writer at Pickwick at the time. http://sylviesimmons.com/lou-reed/ quotes him saying "Well it was the poor man’s Brill Building. It was just write imitations of other people’s hits. They’d say, we want to do a bunch of surfing songs, because The Beach Boys or Jan & Dean would have come out with something, and they would sell the albums – vinyl – for 99 cents each, recorded it in two hours or something. They’re junk. I can’t even imagine who bought them. I can’t imagine why. It was, ‘Write surfing songs’,"
