Hugo Latorre was born on 12 December 1950 in Montevideo where course secondary studies. Then he entered the Escuela Nacional de Bellas Artes of Uruguay. Since 1972 he lives in Buenos Aires. Since 1986 has a alternative record store, "El Gallo Cantor". In Argentina has published several articles in the Journal Abraxas and in the Montevideo newspaper Carta Popular. In 1996 he published his first book of poems "Don De La Palabra". That same year he also edited "Don De La Palabra/2", cassette with his own poems narrated by himself. In 1998 edit together with Héctor Antoneili and Ruby Ohaco the music CD "El País sin Vos" where several of his poems became songs. Is a hardcore beatle fan and consider himself as the collector number 0 of his compatriot Alfedo Zitarrosa.
