American songwriter of the 1920s (born June 20, 1894 in Baltimore, Maryland – died September 24, 1972 in Los Angeles, CA) Co-wrote the 1926 hit "Voom Voom" with Cliff Friend. Also worked on Broadway and in film. Welch contributed text and sketches to two Broadway musicals, "Earl Carroll's Sketch Book" (1929) and "Earl Carroll's Vanities" (1930), and wrote the book for another one, "Earl Carroll's Vanities" (1931) . He then moved to Hollywood where he wrote or contributed to the screenplays of almost two dozen movies between 1931 and 1941.
