Well, actually this is not a person but a photo booth which you can still find at railroad stations and airports. You open a curtain (which serves as door), sit down on a fixed stool with a rotatable seat, close the door (curtain), insert some coins and say "Cheese". After a few minutes you can retrieve your (passport) photographs, which mostly look like crap, BUT are cheap.
